A latest KPMG Report has articulated the worries of foreign
universities about some of the provisions of the proposed Foreign Education
Providers Bill, 2010, which is pending debate in the Parliament.
The
Report has referred to key areas like ownership, repatriation of funds,
operational compliances etc, which need to be looked into before the Bill is
passed.
It
states that realising 30% gross enrolment ratio, India will have to set up 1000
more universities and 500000 more colleges for 40 mn enrolments. It has clearly
pointed out that the Govt is yet to wake up to the concept of 'for profit'
educational institutions in the country.
