MEXICO that has come at the bottom of rankings made by the OECD on the telecom
sector has been advised to pull up its socks and make efforts to boost up
competition in the telecommunication sector. The OECD has suggested the country
to change its laws in order to enhance economic growth throughout the economy.
The
present system permits firms to file endless number of injunctions to delay or
prevent new regulations coming into effect. This should be immediately scrapped
and regulators' decisions should remain in force until the appeals process is
finished, stressed the report. OECD has advised that the appeal process should
be streamlined and the government and regulator made responsible for policy
making and regulation, not the judiciary. The report has also said that Cofetel,
the regulatory authority, should be given more power by the Mexican government
and regulatory procedures simplified.
