THE French Government yesterday released the new list of tax havens, dropping many from its black list. Panama and Costa Rica are out of the list but Guatemala has been added to it. The Sarkozy Govt yesterday issued a decree updating the black list prepared in 2010. In the updated list, 10 countries have been dropped and many like Brunei, Marshal Islands, Philippines and Botswana have been added.
