IN its bid to
gear up for effective tackling of tax crimes having international fall-outs the
Finance Minister, Mr Pranab Mukherjee, has approved three crucial Deputation
posts for the CBDT. As per the secondment proposals, CBDT can now post two IRS
officers as Advisor to the OECD and one to the Global Forum for Transparency and
Exchange of Information for tax matters.
The
two Advisors to the OECD will look after the work relating to exchange of
informationand tax crimes and Transfer Pricing. The tenure of the Advisors will
not exceed THREE years whereas it will be 12 to 18 months for the officer with
the Global Tax Forum. The officers being posted with the OECD will remain staff
of the Govt of India and will not be considered as an employee of OECD. These
officers will be paid salaries and other allowances by the Govt of India except
for job-related expenses which are to be borne by the OECD.
The
policy approved by the Finance Minister provides detailed criteria required to
be fulfilled by the deputation aspirants. Their nature of work will include
providing support to the Working Party No. 10 (WP 10) on Exchange of Information
and Tax Compliance, the Task Force on Tax Crimes and Other Crimes (TFTC) and the
Coordinating Body of the Convention on Mutual Administrative Assistance in Tax
Matters; to contribute to the work of the Coordinating Body of the Convention of
Mutual Administrative Assistance in Tax Matters, and to liaise with delegates,
conducting research, drafting of proposed approaches, presentations to various
working parties, MOUs, preparing for conferences.
